What kind of fishing rod and reel should I get?
We have a salt water pier near us on Galveston bay and I want to get my husband a rod and reel for his birthday. He hasn't fished in years and they are confusing these days. What is the difference between a baitcast reel and a spinner reel? What kind is usually used for pier fishing in salt water? I don't want to spend a lot because I don't know if I can reawaken his interest, but I'm hoping I can.

I'd suggest you get a large spinning combination. Spinning reels are easier to use and learn to use than a bait caster is and you also get greater range from them. You can still bait cast using the spinning reel and you also get the option of using a wide selection of lures to use as well.
Now for a recommendation. I'd recommend that you go with a Shakespeare spinning combination, and I'll even give you a preferred site with good prices. Shakespeare bought out ugly stick a lot of years ago, and a shakespeare reel on an ugly stick is a great combination for experienced fisherman as well as beginners. I myself use a 10ft ugly stick I picked up years ago. At any rate Walmart handles the Shakespeare line and here's a link down below to a recent query for rod and reel combinations.
