Help with an older house confined cat?
Alright, about a year and a half ago I was given an older male bengal cat. He was scrawny, neutered and declawed. Even had a hard time eating hard catfood so hes lived on a diet of soft wet catfood. Well he likes to come and go as he pleases, which at first was no worry to me until now. Our neighbor has been baiting and catching cats. We believe he is killing them and the city refuses to do anything about it. Well because this man is doing this, we have kept the older cat in the house so he doesnt get lured over to the man's house by the smell of sardines or anything of that nature.
Because he has been cooped up in the house constantly, he has started refusing to use the litter box {yes its clean} and has started peeing in random areas, even on me when im sleeping.. >.<. Its becoming extreamly tireing dealing with it, but I really don't want to lose the cat and would really like to try to work with him and perhaps find a way to get him to stop. Any ideas?

Like neph said. You can walk a cat with a harness. We had to do it when moving cross country and living in a motor home for a time while resettling. Our lady didn't mind too much - though she was OH SO appreciative when we moved into a house and let her out at will again.
The only other thought I have is that maybe you could talk to your neighbor and find out why he is baiting the cats? Maybe they are damaging property. Maybe there are too many strays. If he is just after strays, maybe he wouldn't mind taking a look at your cat so he would know whose he was and just return him to you if caught offending. If the cat it caught and trapped by someone not their owner, they may be less likely to include the location in their traveling.
I'm big on not letting my cats be offenders. Animals, even cats, can trespass too. I can understand why someone may get tired of cats marking their doors, wheels, plants, using gardens for a litterbox, caterwauling in the middle of the nights, etc., especially if they don't own cats. So, I won't condemn the neighbor, but do think trying to talk to them about their motive, might offer a hint of a solution.
