spool keeps hanging up?

im new to fishing..just purchased a basic shakespeare rod and reel from walmart, till i get the hang of things and will prob upgrade if i see it necessary for the little amount of fishing i do. i basically had to look up videos and read about how to do it online to learn everything. i got everything set up and took it out for the first time today. the wind was blowing kinda heavy again me. question is, my spool (spinning reel by the way) kept sticking a little..was this due to the wind maybe..couldnt seem to cast more than 20 feet in front of me..tried adjusting my drag but to be honest i just dont know what im doing..could anyone give so tips or info or give me a video source of a good learning place..thanks
rod is 6ft that had a pre spooled wire of 8lb tess..should i just maybe re spool the reel..

Wind may have been an issue but honestly, since it was a walmart special It was probably pre-spooled with crapppy line and/or done wrong. You can set the drag light, hook the hook on a tree or fence post and walk out letting it pull the line off the reel twice as far as you think you can cast. Then reel it back in easily as you walk toward it keeping mild tension on the line. I bet you get a better cast after that.

Drag has no affect on casting on spinner reels because the line leaves the reel freely, there is no spining on cast or reeling in, only when there is heavy tension on the line does the line roll spin.

EDIT:: Respooling may help, but doing what I described is basically respooling without changing the line. give it a shot, if it doesn't work, swap out the line.
